The Maoists carried out IED explosions
in two locations of Giridih District. In the first incident, the
Maoists triggered two IEDS about 300 metres away from Harladih
CRPF camp under Kukhra Police Station limits. In a separate incident,
the Maoists triggered seven IEDs near Gamhariya village under
Pirtand Police Station area.
Polling was disrupted at a booth
in Gadih High School under Sonua Police Station limits of West
Singhbhum District after a high intensity bomb was recovered from
the site.
A polling booth had to be relocated
in Kasiabeda area in Ghatsila Sub-Division of East Singhbhum District
on suspicion that a landmine was planted near the original venue
by Maoists to disrupt parliamentary elections.
The six Lok Sabha constituencies
in Jharkhand that went to polls on April 17 amid heavy security
recorded an impressive 61 per cent voter turnout - an increase
of 12 per cent over the 50.45 per cent recorded in the 2009 parliamentary
elections.

during an operation launched by joint Police team from three Districts
of Ranchi, Ramgarh and Bokaro.
Jharkhand Police may remove seven
splinter groups of CPI-Maoist from the list of LWEs category and
treat persons involved with them as petty criminals in a move
to distinguish them from those engaged in ideological warfare.
Signaling a departure from existing policy to realistically deal
with the LWE issue, Jharkhand's officiating Chief Secretary Sajal
Chakraborty said Jharkhand's LWE issue a "threat blown out of
proportion" because criminal acts committed by splinter groups
without ideological moorings simply inflated the number of violent
incidents. Only CPI-Maoist will remain on the LWE list while splinter
groups like TPC, PLFI, JPC, SJMM, SPM, RCC and JJMP may be dropped.
Four constables were suspended
for fleeing the site of CPI-Maoist ambush at Shikaripara in Dumka
District on April 24. On April 24, three civilians and five SF
personnel were killed and 10 others were injured in a CPI-Maoist
triggered landmine blast.

Bengal and Chakulia, Ghorabandha, Shyamsunderpur and Dhalbhumgarh

cache of arms and ammunition from Jhumra hills in Gomia block

dry leaves in the forests. These apart, more than two dozen camouflage
uniforms, medicine boxes, two tape recorders, Naxal literatures
and a diary containing names of traders and businessmen who pay

A joint team of the 26th Battalion
of CRPF and District Police found a Maoist-run gun and grenade
factory during an integrated combing operation near the Beltharwa
forests in Jhumra in Bokaro District. A live grenade, a pistol,
two mortars, a dozen live cartridges, 100 bullet covers and drilling
machines used for making guns among other things were recovered
from the raid.
Jharkhand DGP Rajeev Kumar, claimed
that Naxal activities and violence have come down by 35 per cent
in the State this year in comparison to the last year. The joint
efforts of the Police and Para-military forces have brought fruitful
results for the Security Forces engaged in flushing out the Maoists.
Two hardcore cadres, identified
as Panchu Badaik and Bharat Singh alias Tharthare of the PLFI,
a splinter group of the CPI-Maoist, were killed in an exchange
of fire with Police and CRPF personnel at Kauajor forest under
Bano Police Station limits in Simdega District of Jharkhand. Three
cadres, identified as Jibanmasi Topno, Sanjay Surin and Bhubaneswar
Yadav were also arrested by the SFs along with seven rifles, three
small arms, 50 rounds of live bullets, uniforms, PLFI literatures
and seven mobile phones.

Diwakar alias Kishore Kisku, and his aide Gangaram Kerai were
arrested from the Saranda forests in West Singhbhum District of
Jharkhand. Police found a loaded country made pistol, live cartridges,
14 pieces of detonator, mobile phones, transistors, memory cards,
chargers and batteries, INR 19,160 in cash and items of daily
use from the duo.

a cleaner, identified as Heeralal Oraon (30) and Nilesh Oraon
(26) respectively, were killed and four labourers - Ashok Oraon,

when they were caught in an encounter between SF personnel and
CPI-Maoist cadres at Marwai village under Bishunpur Police Station
limits in Gumla District of Jharkhand.
The Garhwah Police arrested a
CPI-Maoist 'area commander', identified as Jeetendra Korwa, who
had a reward of INR 300,000 on him from a house of one Kameshwer
Karwa at Bhauri village in Garhwah District of Jharkhand. Police
recovered a country made revolver from his possession.

The Maoists mounted an attack
on Bareysarn Police Station in Latehar District of Jharkhand.
The firing on the Police Station began at 11pm last night which
went on for an hour or so. Later in the morning the Security Forces
recovered three grenades with UBL, eight live ammunitions, and
one cell phone charger.

Suspected cadres of the CPI-Maoist
blew up around one meter railway track between Latehar and Bendi
railway stations of Dhanbad division under South Eastern Railway
in Latehar District of Jharkhand, after which several bogies of
a goods train were derailed disrupting railway services. Maoists
dropped some posters at the incident site.

A CPI-Maoist cadre, identified
as Tikka Ram Tuddu alias Talu, was arrested from Khukhara village
area under the same Police Station by the Police during an anti-Maoists
operation in Giridih District of Jharkhand. Police recovered two
can bomb and documents related to his activities in the region
from his possession.
A teenage Maoist cadre, surrendered
before the Police in Ranchi District of Jharkhand, alleging that
'zonal commander' Kundan Pahan raped her and threatened to kill
her and her mother if she complained. During an interaction with
media persons, the girl revealed that Maoists sexually exploit
many girls but the victims do not dare open their mouths after
the gun-toting rebels warn of dire consequences.

Disillusioned with the party ideology
and to lead a normal life in society, three cadres of the CPI-Maoist,
including one woman Maoist, surrendered before SP Sudhir Kumar
Jha in Garhwah District of Jharkhand. The surrendered Maoists
are identified as 'area commander' Akshay Korwa and his wife Basanti
Korwa and his own brother Raju Korwa. SP Jha informed that about
one and half dozen cases has been lodged against Akshay Korwa
in Chhatisgarh, Garhwa and Latehar District, while his wife Basanti
was involved in two Maoist violence cases and his brother Raju
was involved in four cases.
SFs killed three cadres of the
CPI-Maoist, including an 'area commander', at Nayanpur in Giridih
District of Jharkhand. Police said that several cadres were also
injured in the three-hour gun battle. The slain Maoists, who were
in fatigues, were identified as area commander Dinesh Pandit,
Jeeblal Murmu and Shahdev Rai. The SFs also found an SLR, a .303
and a .315 rifle and ammunition.

Suspected cadres of the PLFI,
a splinter group of the CPI-Maoist set ablaze six vehicles, including
road rollers and bulldozers, in Khunti District of Jharkhand,
creating a panic among the locals during the daylong bandh.
The PLFI had called a state-wide bandh on September 14, to oppose
Police atrocities on innocent villagers. Police detained six persons
for interrogation.
A 40 kilogram can bomb was recovered
during an anti-Maoist operation in Saranda forests in West Singhbhum
District of Jharkhand. The bomb was allegedly planted by Maoists
to target SFs who frequent the area for combing operations.

One CRPF trooper of the CoBRA
unit was killed and a Deputy Commandant injured in an encounter
with the CPI-Maoist at Chiklam village in Ghatshila sub-division
of East Singhbhum District of Jharkhand. On receiving information
that a huge Maoist squad had entered Chiklam village from Dalma
forest, Security Forces had launched a joint operation cordoning
off the village.

Police arrested four suspected
cadres of the CPI-Maoist and a large haul of arms and ammunition
was recovered from Saranda forests in West Singhbhum District
of Jharkhand. Long-distance vehicles, including buses and goods
carriers, remained off road in different parts of Jharkhand during
the 24-hour bandh called by the CPI-Maoist on September
18.
SFs launched a massive search
operation in Ghatshila sub-division of East Singhbhum District
of Jharkhand, bordering West Midnapore District of West Bengal,
where a CoBRA trooper was killed and a CRPF officer injured during
an encounter with the CPI-Maoist on September 17 and around 50
Maoists from Bengal are suspected to be holed up.

Anti-Naxal posters have
been found pasted in Dumari and Musaboni block of East Singhbhum
District of Jharkhand. The posters were pasted by unknown "Gramin
Ekta Manch". The posters allegedly warned the Naxals to face sendra
if they dare to indulge in Naxal activities in Ghatshila Sub-Division.
Jharkhand Police has started the
process of recruiting reformed CPI-Maoist cadres from Ranchi,
Khunti, Gumla and Lohardaga Districts in its force by screening
documents of 30-odd of them. The Maoists were asked to assemble
at Ranchi Police line for verification. The reformed Maoists,
once recruited, will be trained at Jharkhand Police Academy.

Seven cadres of PLFI, a splinter
group of the CPI-Maoist were arrested from Karaikela area in West
Singhbhum District of Jharkhand. Acting on a tip-off, a Police
team conducted a raid and arrested five PLFI cadres, identified
as Suman Kumar Nayak, Laxmi Narayan Mahato, Shiv Narayan Sumbrai,
Praful Mahato alias Tutun and Anand Kumar Paan alias
Doman Tanti, from near Ahar dam on Lal Bazaar road. Three country-made
pistols, one air gun, one rifle butt, one barrel of double-barrel
gun, three live cartridges, two magazines, one motorcycle, one
mobile phone and pamphlets were recovered from them. Based on
the lead provided by the arrested cadres, two others - Durga Charan
Koda and Amar Singh Sardar - were arrested later from their house
in Karaikela.

Thirty minutes after UMHA Rajnath
Singh left a CRPF camp in West Singhbhum District, cadres of the
PLFI, a splinter group of the CPI-Maoist, opened fire on SFs at
Bandgaon in West Singhbhum District of Jharkhand. The CRPF troopers,
deployed in the District retaliated with heavy firing forcing
the PLFI cadres to retreat. The forces seized a rifle, bullets,
a mobile phone and other articles.

as Praveer Da alias Pravil Da, who played a major role in the
2013 killing of SP Amarjeet Balihar in Pakur District on July
2, 2013, was allegedly arrested from the residence of a mukhiya
at Harwadangal village in Ramgarh Block in Dumka District of Jharkhand.
Praveer Da was wanted in more than 20 cases of leading attacks
on Police personnel, including the July 2, 2013, ambush at Kathikund,
Dumka, which killed Balihar and five other Policemen.

The Delhi Police crime branch
in a joint operation with Jharkhand Police arrested former Agriculture
Minister and sitting Congress MLA of Jharkhand Assembly, Yogendra
Saw from JJ colony in Shakurpur of northwest Delhi in New Delhi.
Saw is a suspected CPI-Maoist sympathizer and accused of running
two terror organizations-Jharkhand Tiger Group and Jharkhand Bachao
Andolan-which carry out anti-social activities, Police said.

Station and Harun Munda of Banko under K Bolanga Police Station,
both in Sundargarh District; Jagdish Naik of Thalokbad under Chhatragara
Police Station and Baiga Gagaria of Nuagaon under Jaraikela Police
Station, both in West Singhbhum District of Jharkhand. Jakrius,
Harun and Jagdish were part of the Anmol group, while Baig was
part of the Madhusudan Tarpat group of the CPI-Maoist. Jakrius,
carrying a reward of INR 100,000 on his head, had joined Maoist
camp in 2010 after being forced by his maternal uncle Gunga Munda,
an active Maoist leader, was involved in many violent activities
in May 2012 in Odisha and Jharkhand. Harun, who had joined the
Maoist cadre in 2011, was also carrying a reward of INR 100,000
on his head. Jagdish had joined the Maoist camp in 2009 while
Baiga became a Maoist in 2010. They all left rebel camp being
frustrated with Maoist activities.
Jharkhand State has urged the
UMHA to deploy seven CRPF battalions in some of the CPI-Maoist-affected
Districts which have seen the worst violence triggered by LWE
since 2004. Over 24,000 CRPF personnel (23 battalions) are deployed
in the state and are engaged in anti-Maoist operations. But Jharkhand
Police claim that several Districts do not have enough Central
Security Force to fight Maoists. The demand has already been forwarded
to Home Minister Rajnath Singh, who had recently visited a CRPF
camp in West Singhbhum District, said the DGP. "I hope we will
get the seven battalions soon," said DGP Rajiv Kumar.
A CPI-Maoist 'zonal commander',
identified as Mukhlal alias Mochhu alias Bhagat,
carrying a cash prize of INR 500,000 on his head, was arrested
from Jumla village under Silli Police Station limits in Ranchi
District of Jharkhand. Jharkhand Police launched a joint operation
with CRPF after they got information about Mukhlal, and another
'zonal commander', Gautam Dhara Ram Mohan, and 20 other rebels
meeting at Jumla in Silli Police Station area. Police said Mohan
and other rebels escaped after a short exchange of fire while
Bhagat was arrested and some arms were recovered from his possession.
However, a source in the Police department said some senior officers
were not convinced with the identity of the Maoist. "The man is
being interrogated. In such cases we cross check the identity
before making any announcement," said a Police officer who requested
anonymity.

200 kg of explosives and six dozen locally made pressure bombs
during an anti-Naxal raid in the forests of Barwadih in Latehar
District of Jharkhand. "203 kg explosives, 35 pressure cooker
bombs and 36 tiffin bombs have been recovered from the Maoist
hideout," an unnamed senior officer said.
The Bokaro Police, during a patrolling
with the CRPF, recovered arms and ammunition in a raid on an artificial
CPI-Maoist bunker near Hadewe forest area at Jhumra hills in Gomia
block under Mahuatand Police Station in Bokaro District of Jharkhand.
The Bokaro Police and CRPF recovered 30 container bomb, 14 claymore
bomb and huge others explosives from the artificial bunker.

as Raghunath Kisku, was allegedly killed by CPI-Maoist cadres
near Bakra Bridge under Musaboni Police Station limits in Ghatsila
Sub-Division of East Singhbhum District of Jharkhand. Local residents
claimed Kisku was the founder member of Nagarik Suraksha Samity
(NSS), an anti-Maoist organisation of the villagers that was active
in the mid-2000.

'Four Maoists, identified as Mangal
Singh Munda, Bhuta Singh Munda, Kora Munda and Mangra Munda, were
arrested and arms and ammunition seized following a brief encounter
at Dari jungle in Khunti District of Jharkhand. A .303 rifle,
one regular rifle, one country-made gun, 68 live cartridges including
two AK-47 rifle ammunitions were recovered from them. However,
Chaura Munda and Chaika Munda managed to escape from the spot.

'A former 'sub zonal commander'
of the CPI-Maoist, identified as Mangal Nagesiya, was killed by
the Maoists at Kanshikona village in Gumla District of Jharkhand.
He carried a reward of INR 500,000 on his head. The incident took
place when Nagesiya, who had formed his own group called Janhit
Kranti Party was at small hamlet near Kanshikona with his
small squad including a woman member. After shooting him dead,
the Maoists are believed to have taken away the woman with them.
Khudi Munda's squad of Maoists was involved in the incident and
Maoist leader Vishwamitra ji is learnt to have taken responsibility
for the incident.
'Maoists blew up a portion of
a railway track in Bokaro District of Jharkhand which resulted
in the disruption of train services. State Police said the Maoists
destroyed about 1.5 meters of track due to which passenger trains
were held up at different points. Police also confirmed the recovery
of a 15 kilogram can bomb hidden below an over bridge on National
Highway-2 at Chittarpur.

'Suspected CPI-Maoist cadres attacked
SFs at Saruapani forests under Kathikund Police Station limits
in Dumka District of Jharkhand, leading to an encounter that lasted
for more than an hour. Police said the SFs were on a long-range
patrolling in the deep forests of Sartuapani adjacent to Maoist-hit
Shikaripara and Gopikandar Police Station areas in the District
when the rebels opened fire on them from atop the hills. This
was followed by an encounter between Maoists and SFs which continued
till 12.30 noon. There were, however, no reports of casualty on
either side.

as Sushil Ganju, self-styled 'zonal commander' involved in a deadly
attack on SFs in 2013, has been allegedly arrested by Jharkhand
Police along with a woman companion in Gumla but Police have denied
arresting him, prompting the Maoists to call a state-wide shutdown
on November 3 unless the authorities quickly produce him in public.
Sushil Ganju is said to have led the Karmatiya massacre in Latehar
District in which 14 security personnel were killed. The government
had announced a reward of INR 300,000 for his capture. Deenbandhu,
the 'secretary' of the CPI-Maoists' Koyal Sankh Zone said he feared
the Police could kill the arrested leader in a staged shootout.
While the Police did not officially confirm the arrest, sources
in the department said Ganju was picked up following a joint operation
by SFs.

Suspected cadres of the PLFI,
a breakaway faction of the CPI-Maoist, gunned down seven persons,
reportedly members of Shanti Sena, a local outfit formed to maintain
peace and brotherhood in Gumla District of Jharkhand. Jharkhand
Police spokesperson Anurag Gupta confirmed the deaths. Sources
said PLFI cadres opened indiscriminate firing on a SUV carrying
seven members of Shanti Sena between Harup and Rerwa villages
under Kamdara Police Station area around 6.30pm. A police officer
requesting anonymity said it appears that PLFI rebels were upset
with the Shanti Sena, who used to speak against them and were
championing a society free of crime and extremism.

A 'platoon commander' of the CPI-Maoist's
PLGA, identified as Jeevan Kandulna alias Gajendra Singh, in an
interview in Porahat forest of West Singhbum District of Jharkhand
has confessed that the outfit is not in a healthy state in its
former stronghold of Porahat 'sub-zone', blaming its absence at
the grassroots level. "We had to hurriedly celebrate the Martyrs'
Week (in July). The Foundation Week celebrations too were held
hurriedly. Police were swarming here," he said. He further said
"When a schoolteacher was arrested for being a supporter of ours,
we tried to conduct a mass agitation demanding that his replacement
be posted immediately. People did not turn up." Villagers have
also remained cold to Maoist efforts to mobilise alleged victims
of sexual harassment by SFs. He added "The party works through
its committees. We don't have the Nari (Mukti Sangh), and the
(Krantikari) Kisan Committee is nonexistent. I am the only person
running the party here; there should be at least three." He however
conceded "Recruitment is still healthy."

SFs seized 400 kg of local explosives
and over 1,700 detonators during an anti- CPI-Maoist operation
in Bokakhar-Ranidah area of Latehar District of Jharkhand. The
operation was carried out by CoBRA troops of CRPF along with Jharkhand
‘Jaguars’ Police unit. The seized items include 1,745 detonators,
three gas cylinder based IEDs of 50 kg each, a 5kg cane bomb,
400 kg of urea mixed with petrol, 10 kg of gun powder, nitro sulphide
weighing approximately 1 kg, two large cutter machines, two drill
machines, 400 syringes, tool boxes, electronic gadgets and 200
pressure cookers used to prepare IEDs.
‘Sub-zonal commander’ of the CPI-Maoist,
Kauleshwari zone, Chetlal Yadav alias Hansraj, was shot
dead at Daihar in Chouparan town in Hazaribagh District of Jharkhand.
His body was recovered the next day and sent for post-mortem.
Police said Chetlal, who had three bullet marks on his body, might
have been killed by his rivals.
A Maoist cadre, identified as
Lobin Murmu, was arrested in an inebriated state from Devdand
in Godda District of Jharkhand. During interrogations, he revealed
that he was involved in the murder of former Pakur SP Amarjit
Singh Balihar and five other Policemen on July 2, 2013.

District Police arrested a Maoist
cadre, identified as Guhiram Murmu (25), from Ghurabandha-Dalbhumgarh
road under Ghatshila subdivision in East Singhbhum District of
Jharkhand, while he was going to fix posters and distribute pamphlets.
Murmu, a resident of Bhalki in Ghurabandha, is an active member
of the Supai Tuddu squad active in Ghurabandha, Dumaria and Dalbhumgarh.
Police recovered a bag containing over 200 posters and pamphlets
and Naxalite literature from his possession.
SF personnel launched a massive
anti-Maoist operation in poll-bound Jharkhand to prevent any untoward
incident. South Chhotanagpur DIG Praveen Singh assured that electorates
wouldn't feel threatened by the Maoists. "I completely assure
you that people will feel confident due to movement of our forces
and operation. We will not let Maoists' intention to disrupt election
process," said Singh. Maoists have called for boycott of
the five-phased polls in Jharkhand that begin from November 25
and end December 20.
The CRPF DG while addressing the
media on the eve of the CRPF’s 75th raising day has
termed Chhattisgarh and Jharkhand as the most challenging states
when it comes to tackling the LWEs in the country. He further
said “The major concern is explosives. There has been an improvement
in the type of explosives being used by them (Naxals) like pressure
bombs and command wires for triggering them. They are obtaining
capabilities to detonate a mine from a large distance. We are
not bothered about the weaponary that they use but explosives
that they possess." When asked if State Police forces were
not taking a lead role in anti-LWE operations he said, "There
is some truth in the whole situation."

A CoBRA trooper, Santosh Kumar,
was critically injured in a gun-battle between SFs and CPI-Maoist
in Kumari forest under Bishunpur Police Station limits in Gumla
District of Jharkhand. The gun-battle continued till afternoon
during which, Police claimed, Maoists have also suffered injuries.
"As soon as the encounter started with our strike teams,
we had readied our combing team and pressed them into the forests.
It is not yet clear if Maoists have been killed or not. It will
be known after the forces return," a Police officer said.
The CEC of India V S Sampath asked
candidates not to go to CPI-Maoist infested areas without informing
the Police during campaigning for the five-phase elections in
Jharkhand.

Two powerful IEDs suspected to
be planted by the CPI-Maoist were recovered by the SF personnel
on search operation in Barigada-Sashank village in Khunti District
of Jharkhand. Each IED was weighed 20 kilograms, Superintendent
of Police (SP), Sudarshan Prasad Mandal said adding that the explosive
was removed and defused by the bomb disposal squad. Polling for
the Khunti assembly seat was slated in the second phase of five-phase
poll on 2nd December.

The CRPF recently sent two small
squads of (35 women in one squad) women commandos to fight the
Naxals in Chhattisgarh and Jharkhand. "This is for
the first time that women have been deployed in active operations
in a high-risk and sensitive area where contact with the enemy
is regular and very dynamic. The squads were placed at two locations
about a fortnight back and they have begun operating," a
source said. "Women have an edge in such operations. Under
the new blueprint prepared to tackle this most important internal
security challenge, it was felt necessary to use the female strength
as their presence not only results in making good friends for
the force among the locals and tribal women but instances of human
rights violations are also kept under check," the source
added.
A 'sub-zonal commander' of the
JPC, a CPI-Maoist splinter group, and three of his aides were
arrested from a Chatra village in Hazaribagh District of Jharkhand.
Hazaribagh Police said Purushottam alias Basant Ganjhu
and three of his associates "had created a reign of terror in
Katkumdag block under Pelawal Police Station by setting ablaze
an IOC outlet on November 4 allegedly for non-payment of levies
and also damaged an SBI ATM.
The IB has warned Jharkhand Police
of a possible Chhattisgarh-like Maoist ambush in assembly segments
situated along the interstate border. Most of 13 assembly segments
going to polls on November 25 are situated on the Jharkhand-Chhattisgarh-Odisha
border.

Suspected CPI-Maoist cadres shot
dead a 30-year-old Panchayat ward member, identified as
Motai Bodra, near Narsingarh weekly market in Dalbhumgarh of Ghatshila
in East Singhbhum District of Jharkhand. According to eyewitnesses,
Bodra, a resident of Ramaitand village in Ghurabandha, was buying
goods at Narsingarh weekly market, when someone asked him to accompany
him to the corner of the haat. “Soon, two more men appeared in
the scene. Their faces were covered. They dragged Bodra for about
100 metres to a secluded place and pumped three bullets into his
body. He died on the spot,” said the eyewitness. However, SP (rural)
Shailendra Kumar Sinha did not confirm involvement of Maoists
in the broad daylight murder. “We cannot conclusively say that
it was a Maoist-sponsored killing. The murder of Bodra might also
be an outcome of a gang rivalry or an old enmity with someone
in his village. We are probing the case from all possible angles,”
the SP said.
SF personnel engaged in anti-Naxalite
operations in the forests of Khunti District of Jharkhand, detected
and defused an IED at Nichikel village two kilometers from Ulihatu
village in Torpa tehsil in the District, the birth place
of tribal icon Birsa Munda, minutes before the arrival of District
officials to celebrate the freedom fighter’s birth anniversary.
Days after Union Home Minister
Rajnath Singh cautioned that the CPI-Maoist is down but not out,
the Maoists have claimed that what he said was right. CPI-Maoist's
Bihar-Jharkhand Special Area Committee (BJSAC) general secretary
Rupeshji said their silence should not be mistaken for disenchantment
of the militia with its ideology. "It could be a part of
our strategy that we are not willing to waste our energy, forces
and weapons, but an appropriate response will be given to the
security forces if they continue with their repression,"
he said. Talking exclusively to Times of India on November
15, Rupeshji said though they have been facing difficulties in
terms of repression by security forces and covert action of the
state-sponsored armed intelligence groups, such actions have made
the outfit even more determined. Citing a recent example of villagers
in Madanpur area under Aurangabad district of Bihar, who blocked
the National Highway (GT road) to protest against atrocities by
CRPF personnel, the BJSAC chief said that such protests are going
to be commonplace all over Jharkhand and Bihar. "Martyrdom
of Kalawati Devi and Ramadhan Bhuinya, killed in police firing
during the protest, will not be allowed to go waste and villagers
are being trained to rise against the repression of security forces,"
he said, indicating towards Saranda, where a mass movement is
being planned against the forceful eviction of villages to give
mining rights to 19 private companies. "How long can the
government succeed if the villagers themselves rise against them?"
he argued.

The CPI-Maoist has introduced
structural changes in their organization by introducing new committee
with focus on the Jharkhand-Bihar region and dismantling an existing
one. The formation of the East Bihar Eastern Jharkhand Special
Area Committee (EBEJSAC) - to dominate four districts of Dumka,
Godda, Pakur and Jamtara under Santhal Pargana division and Bhagalpur,
Banka, Jamui Lakhisarai and Monghyr in Bihar - is part of the
strategy adopted during the fourth central committee meeting of
the CPI Maoists held in 2013.
Bharat Bhagat, an active member
of BJP's Ghatshila unit has come under the scanner of Police and
the intelligence department for his alleged links with Rahulji,
a top CPI-Maoist leader, who is the prime accused in the 2007
murder of MP Sunil Mahto. Police had picked up Bhagat, a resident
of Girishbasa village in Mosabani in East Singhbhum District of
Jharkhand, for questioning after his cellphone details reportedly
revealed that he had spoken to Rahulji for extending support to
BJP's Ghatshila candidate Laxman Tuddu.

A District Court in Telangana
has granted bail to Narayan Sanyal (81), a former Polit Bureau
and Central Committee member of the CPI-Maoist. Due to some procedural
lapses, the Khammam Court in Telangana was not executing the bail
in a case in which Sanyal was granted bail earlier. Finally, the
Telangana High Court asked the Khammam Court to execute the bail
and thus, he was released on bail from the Hazaribagh jail in
Jharkhand.

polling in an open field after suspected IEDs were spotted in
a primary school.
Jharkhand recorded 62 per cent
turnout during the first phase of Assembly elections. Voter turnout
was 58.04 in these constituencies in 2009.

Suspected Maoists kidnapped two
Police personnel at Kushchira on Dumka-Pakur border. The Maoists
also took away three rifles.
The State Government has informed
the Kerala High Court that the presence of CPI-Maoist cadres had
been reported from all over the State, especially from the northern
Districts of Wayanad, Kozhikode, Malappuram and Kannur during
the last one-and-a-half years.
A pamphlet released allegedly
by the Western Ghat Zonal Committee of the CPI-Maoist has warned
of strong agitation against the State government for tribals'
cause. The pamphlet was deposited in the news boxes of media organisations
at the Palakkad Press Club. The pamphlet termed the recent police
encounter with suspected Maoists in Wayanad as part of a conspiracy
hatched by Home Minister Ramesh Chennithala.

patrolling party injuring two Policemen at Itkhori in Chatra District.
A Police constable was killed and two other Policemen
were injured in a CPI-Maoist assault at Itkhori in Chatra District.

The CPI-Maoist has called for a day-long bandh
to protest against the arrest of Sanjay Ganjhu, member of the
CPI-Maoist Bihar-Jharkhand-North-Chhattisgarh Special Area Committee
on December 12 from Simdega District. The West Singhbhum District
Police of Jharkhand had arrested him in an alleged encounter with
Police during which he sustained bullet injury in his right leg.
