Manipur Timeline - Year 2018

January 1

Police recovered an IED near the main entrance of Mantripukhri in Imphal West District. According to sources, a Police patrolling party found the IED on the road side, along Imphal-Dimapur highway. Later Bomb Disposal Squad disposed off the IED.

A KCP-Noyon militant was arrested near Moreh Forest Gate in Tengupal District. According to authorities, the arrested militant was working under the ‘finance secretary’ of the group , identified as ‘captain’ Ramesh alias Yangba who is in Aucheng in Myanmar.

Churachandpur District Police arrested 37 militants in 2017 and recovered 41 weapons (including 15 small arms), 28 detonators and 9 gelatin sticks. Two individuals were also detained under the National Security Act.

Imphal West Police arrested 118 militants in 2017. Police also recovered two .32 pistols with magazines and six live rounds, a, .32 revolver, three .9 mm pistols with magazines and 16 lie bullet rounds, two Chinese hand grenades with detonators, two hand grenades with one detonator, one AK-56 rifle with five magazines and 56 AK ammunition, one lethod gun with 10 shells, 81 gelatin sticks, two TNT cases.

UCM a civil society organization stated that GoI should confine the frame work agreement with NSCN-IM to Nagaland. The President of UCM stated that "If the framework agreement and its outcome is confined only to Nagaland, there will be no issue and complications’.

He also added that ‘If the framework agreement or any solution based on it is going to affect the interest of Manipur, Assam and Arunachal Pradesh, then no solution should be worked out without consulting the governments of these states and stakeholders’. UCM president is the spokesperson for the eight-member delegation of three citizens'' organisations who had met Union Home Minister Rajnath Singh in December.

January 3

In a suspected extortion threat a trader dealing in cement escaped unhurt when unidentified assailants hurled a grenade at his shop at Khurai in Imphal East District. Police said the grenade hit the roof of the shop and failed to explode.

A KCP militant Athokpak Dinesh Singh alias Mathoi was arrested from Pechi Mayai Leikai in Thoubal District. It has been revealed that the militant was involved in various extortion activities.

A PREPAK militant was arrested from Imphal West District. The militant was identified as Kshetrimayum Biken alias Pamel alias Nongdol.

Union Cabinet approved an agreement between India and Myanmar on land border crossing which the government said would enhance economic interaction between people of the two countries There are already free movement rights for people ordinarily residing in the border areas of both countries.

The agreement will also facilitate movement of people on the basis of valid passports and visas which will enhance economic and social interaction between the two countries, a statement said. It is expected to provide connectivity and enhance interaction of the people from north-eastern states of India with those of Myanmar. The agreement will safeguard the traditional rights of the largely tribal communities residing along the border which are accustomed to free movement across the land border, the statement read

January 4

Unidentified militant shot dead a civilian identified as Loukrakpam Sananingthem Singh at Lamsang Khunou area in Imphal West. UNLF later claimed responsibility for the incident. The victim was earlier arrested in connection with a sexual assault case in 2015.

Police have tightened security to check the possible influx of migrants after a draft of the NRC was published in Assam. DGP L.M. Khaute has supervised security measures along the Assam-Manipur border. Manipur Chief Minister Biren Singh stated that ‘Additional Police and paramilitary personnel have been rushed to Jiribam District to ensure that undesirable persons do not enter (our state)’. Police was also deployed along the Assam-Tamenglong highway and Jessami in Ukhrul District.
