January 1

The PSO who was abducted on December 31 was rescued by a joint team of Dima Hasao Police and AR.  Dima Hasao SP stated that ZUF militants released the victim about 1.5 Kilometres from the abduction sight after rescue operations were launched. SFs recovered .9mm carbine and a magazine with 30 rounds of ammunition whole sweeping the area.

First draft of NRC for Kokrajhar District, a total of 5,88,106 persons have been included in the draft list, among them 1,80,730 are of Kokrajhar Revenue Circle. Additionally, 97,442 are of Dotma Revenue Circle, and 1, 65,850, 73,577 and 70,507 from Gossaigaon, Bagribari and Bhawraguri Revenue Circles have also been added. The District received a total of 203,906 application forms. Additionally 333,311 people of Chirang District have been added in NRC draft. The percentage of the first list is 64.35 per cent while remaining population of the district is 186,662.

January 2

SFs in Rangapara forest area in Kokrajhar District busted a camp of NDFB-S. The Police suspected that around 10 to 15 NDFB-S cadres were taking shelter in the temporary camp for some days.

A civilian identified as Sukur Ali was abducted from Lakhipur in Goalpara District.

Intelligence reports are indicating increased activity and possible major attack between New Year Day and Republic Day by ULFA-I and NSCN-K. An intelligence report speaks of ULFA-I arranging for 25 pairs of warm track suits and shoes. Additionally, intelligence reports also indicate ULFA-I leaders have found a location near the Namdapha National Park in Changlang of Arunachal Pradesh for setting up a transit camp. About 70 cadres will be able to live here. A report says that once the camp is ready, parts of Assam close to south-east Arunachal Pradesh will witness a rise in violence.

Foreigners Tribunal of Assam declared almost 20,000 people as foreigners till October 2017. As per the monthly report of disposal of cases in FTs of Assam, 19,612 'D' (doubtful/disputed) voters were declared foreigners till October 2017," Union Minister of State (Home) Kiren Rijiju informed Lok Sabha. According to the Kiren Rijiju, issuance of notice to the 'D' voters is a legal process and there is no question of harassing people. 'D' voters are not detained. "Only persons declared by FTs as foreigners are kept in the detention centres”.

CM Sonowal said that his Government wouldn't give any constitutional rights to the people who fail to make it to the final NRC and would allow them to live in India on humanitarian grounds until the Centre takes a decision on their expulsion. He stated that people who are declared foreigners will be barred from all constitutional rights, including fundamental and electoral. They will have only one right; human rights as guaranteed by the UN that include food, shelter and clothing." The CM said the "historic" NRC draft would make the distinction between a bona fide Indian and a foreigner.

January 3

The trader abducted on December 31 was released near the North Garo Hills District along the Assam-Meghalaya border. He was released near near the Garo Hills border, at Kukurkata in Goalpara District. The family of the victim allegedly paid a ransom amount of INR 1 million for the release.

A hut belonging to a farmer of Rangpur village in the Chungajan area in Golaghat District along Assam-Nagaland boundary was set ablaze by unidentified assailants from Nagaland.

SFs arrested on OGW of GNLA from South Salmara Mankachar District. The SFs also recovered gelatin sticks, 100 detonators and 15 bundles of detonating cords were recovered from him.

Several Barak valley based organisations expressed concern over the large number of names (from the Valley) that are yet to be published and the huge quantum of errors in the published list of NRC. The meeting said the names of 30-50 per cent people from the valley's three districts have been included in the first list and these too are full of errors. In Hailakandi, 217,571 names, out of 719,840, appeared in the first list (30 per cent). In Karimganj, 507,840 names, out of 1,324,096, are on the list (38.35 per cent). In Cachar, 642,679 names, out of 1,823,302, featured on the list (35.25 per cent). Further, the Union Territory Demand Committee will take out rallies in Silchar on January 16.

The Chungajan unit of AASU on blocked roads at Chungajan and Gelabil near Nagaland demanding arrest of the assailants who set fire to hut of the farmer on Jan 3

Three NDFB-S militants and a link man were arrested from Ambagaon in Udalguri District. The militants were identified as Gwmsar Daimary alias Gwbrah, Bwhwisat Basumatary alias Barhungkha and Ashish Daimary alias Akhai and one linkman Anjalu Kachari Brahma. One .9mm pistol with magazine and 3 rounds live ammunition, one 7.65 mm pistol with magazine, 5 rounds live ammunition and two grenades were recovered from the militants.

A militant of LDCM commander’ Rohan Patir, was arrested from Guwahati. The arrested militant was allegedly involved in the killing of local Indian National Congress leader Hiranya Doley in May 2017.

A total of 67 per cent names of people of Udalguri District figured in first draft of NRC. Moreover, 73 per cent people of Lakhimpur District were also included in the first draft of NRC. Lakhimpur Deputy Commissioner Barun Bhuyan stated that ‘A total of 825,048 people out of 1,121,459 from 236,760 applicant families have been featured in the part draft. On the other hand, the inclusion of the rest 27 per cent people is on hold and the application and due documents supporting their citizenship are being verified’.

GoI is likely to convene a tripartite meeting at the political level to review implementation of the Assam Accord. Union Home Minister Rajnath Singh conveyed this to a delegation of the All Assam Students Union (AASU).The student body called on the Union Home Minister at his Parliament House office accompanied by BPF MP Biswajit Daimary. The delegation led by AASU adviser Samujjal Bhattacharya was told that the Centre was committed to implement the Assam Accord. The Union Home Minister stated that meeting on the Assam Accord would be convened within 15-20 days with the AASU, in which Chief Minister Sarbananda Sonowal would also be invited.

January 5

SFs arrested arms peddler, identified as Sumlianthang in Manja in Karbi Anglong. SFs also recovered 12 neogel sticks, 34 detonators and 12 fuse wires.

January 6

SFs arrested ‘chairman’ of ZUF identified as ‘major’ Naimeyning was arrested from Mahur in Dima Hasao.

January 7

SFs arrested two linkman of NDFB-S from Chagoliajhar area in Udalguri District. The linkmen have been identified as Nijwm Basumtari and Nirob Boro.
