Two OGWs of JeM were arrested by the Police in Baramulla District. The Police also recovered two Chinese pistols from their possession. The arrest comes a month after the Police busted an OGW network of the JeM in Handwara and arrested three persons. The OGW network, which was operating since April 2015, was involved in various subversive activities and determined to target political workers, SFs installations and Police establishments. The operators were providing logistic support to the JeM militants and were close associates of a top commander of JeM.

Anantnag District

A day after HM posters put up in Pulwama in Kashmir provoked the youth in Kashmir to "fight for Islam, not Kashmir," posters have been put up by the LeT in the neighbouring District of Anantnag asking the people not to vote in the upcoming local polls. The posters have warned people to stay away from the election process and not to cast their vote. The J&K Police have taken cognizance of these threats and have launched a probe to check the veracity of these posters. "The terror outfits have trying their best to ensure terror in the valley through the posters but not much heed should be paid into it," Colonel (retired) VN Thapar said. "The government shouldn't bring its own guard down; rather it should ensure swift action."

Three major militant groups are operating together in Kashmir. A video, being circulated on social media, purportedly showed 30 militants of the HM, LeT and JeM together in south Kashmir. The armed militants of the three outfits were reportedly marching in front of the camera in the 45-second video shot in a forested area. "Militants from HM, LeT and JeM… are operating jointly. DGP Dr, S P Vaid said that said that JeM carried out yesterday's (June 13) serial attacks in South and North Kashmir. "Hizb-ul-Mujahideen (HM) has large presence and it has been for quite some time and it is not today. These incidents have been carried out by the Jaish-e-Mohammed though Hizb-ul-Mujahideen claimed responsibility", he added. The DGP, when asked about more attacks taking place in South Kashmir, said that the area has more local militants. "South Kashmir has more local terrorists and that is the reason. North Kashmir is in fact other way round and foreign element is more and that may be the reason", he said.

China has again extended by three months its technical hold on the US, France and UK-backed proposal to list Pakistani terror group JeM 'chief' Masood Azhar as a designated terrorist by the UN. China had in February, 2017 blocked the US move to designate Azhar as a global terrorist at UN. The deadline for China to take action on its technical hold was till August 2. If China would not have extended the technical hold, Masood Azhar would have automatically been designated under the UN as a terrorist. A veto-wielding permanent member of the Security Council, China has repeatedly blocked India's move to put a ban on Masood under the al Qaeda Sanctions Committee of the Council.

Eight SF personnel, including four CRPF jawans, were killed when a group of fidayeen (suicide squad) attacked DPL in Pulwama District, triggering an encounter in which the three militants were also killed. Police sources said that some militants on "suicidal mission" entered Police family quarters inside DPL Pulwama at around 4 am. They said that the Police's SOG, CRPF and Army started clearing the quarters by evacuating families of security personnel. "In the process, we suffered some casualties. Unfortunately our four CRPF men and four police personnel were martyred and we have searched two blocks so far and two dead bodies of two terrorist were recovered. Pakistan-based militant group JeM is planning more attacks on SFs in Jammu and Kashmir, DGP S. P. Vaid said and asked SFs to remain vigilant. S. P. Vaid said that the movement of militants has been noticed in many places. "We have inputs that they are planning strikes on security forces," he said. He noted that with "most local militant 'commanders' killed, foreign ultras were being pushed through the border to "attack security installations", but said there was "no high alert" in the Valley. The Jammu and Kashmir Police, Army and CRPF is likely to work out a joint strategy to tackle the situation.

The official said that since there was no JeM presence in South Kashmir till last month, the new development came after SFs achieved major successes against the LeT and HM whose militants including their 'chief commanders' Abu Dujana and Yaseen Itoo were killed by SFs. Sources said that SFs had already made inroads in the two outfits of LeT and HM which has blunted their striking capability. However, they said that security agencies didn't know much about the JeM as it surfaced in the region this month only. However, sources said, two local boys, one each from Tral and Bamno areas of Pulwama, have joined the JeM and are providing logistic support to these militants. The JeM was trying to set up base in South Kashmir and its two senior commanders, Adil Pathan and Burme stayed in South Kashmir for two years but failed to get any foothold before they were killed in Tral on October 8, 2015. However, they had some OGWs network which the security agencies felt these newly infiltrated militants may use. They, however, have been put under surveillance.

Two days before the August 26 deadly Pulwama attack, in which eight SFs personnel and three militant killed, the IB had shared two specific inputs with the SFs claiming that heavily armed and trained fidayeen attackers of Maulana Masood Azhar-led JeM had infiltrated from Pakistan and their targets were camps of military and other SFs. The information shared by IB was of "high priority" nature and it was felt that JeM was planning something on a major scale like last year's (2016) Pathankot IAF base attack. The first input, shared on August 23 claimed that seven JeM suicide attackers have entered India through the LoC at Poonch (Poonch District) on the intervening night of August 16-17 and have split into two groups - of four and three members. It added that one group was headed towards Jammu, while another was going to Srinagar.

The second IB communiqué, sent to ground forces on August 24, two days before the Pulwama attack, informed that four heavily armed JeM attackers had successfully infiltrated into the Jammu sector via Shakargarh in Narowal (Pakistani Punjab) to Gurdaspur on Indian side, on the intervening night of August 16-17. The border in Poonch sector on LoC is secured by Indian Army while Gurdaspur at IB is under the control of BSF.

The report also said that the DPL campus in Pulwama, which houses J&K Police families, was already abuzz with huge presence of security personnel on August 25 and August 26 due to some VIP movement. Sources said that the three JeM terrorists entered the camp wearing combat fatigues same as Indian SFs, hence they went unnoticed. Officials in SFs said they were aware of infiltration and all campuses were on high alert in J&K and Punjab but the IB inputs were not specific to Pulwama district lines. What is worrying the Government now is that out of 11 JeM fidayeen, who infiltrated on August 16-17 night, eight are still present in the Valley or Punjab due to which all SFs premises are on high alert. Senior Government officials added that infiltration of so many fidayeens in a day suggests that JeM is planning something big. The attackers were trained in 'targeted firing', had come prepared for a long hostage situation, and knew the SFs' drills at campuses, which suggests they were trained by Pakistan military. IB had informed that one "Burmi" from Pakistan had escorted the fidayeens to the border for crossing over to India and he will bring another group after he returns to Pakistan.

IGP Kashmir Range, Munir Ahmad Khan, said that the local militants have gone into hiding in upper reaches after 'Operation All-Out' was launched and they have given space to their foreign counterparts. The IGP denied that the SFs have lost grip on counter-insurgency operations. "There is no loose grip in our operations. The successes which the security forces got in which top commanders of Lashkar [LeT] or HM were eliminated, the militants have went into hiding and are trying to look for other ways to survive," he said. Khan said the militants have gone into hiding and they have reports that they have gone to higher reaches. "They used to freely roam in buildup areas that has now stopped," he said, adding that the local militants have "now given space to foreign militants whether of JeM or any other". The IGP said that one or two groups of JeM are still operating in South Kashmir and in the fringes of Srinagar District, even after the killing of three in August 26 Pulwama encounter that left eight security personnel dead.

The NIA visited DPL Pulwama where fidayeen attack took place on August 26 in which eight SFs personnel and three terrorists killed. A four member team of NIA visited Pulwama and met the senior Police officers of the district and later went to DPL Pulwama, the scene of the fidayeen attack. The Police officers gave them details about the attack and investigations carried out so far. Sources said that the NIA is keen to investigate the DPL attack which was carried out by JeM. As per sources, these militants had recently infiltrated into Jammu and Kashmir and carried out the attack at a time when SFs had put the militants under pressure after carrying out successful operations in which over three dozen militants including seven top 'commanders' of HM and LeT. However, sources said that the Jammu and Kashmir may continue to investigate the DPL attack.

Pulwama

Days after the fidayeen attack by the JeM in Pulwama on August 26, pro-Afzal Guru slogans have been found scrawled at the encounter site. Police view this as JeM's "bid to announce its comeback in mainland Kashmir", from where it had been eliminated in 2014. A top Police official confirmed that the three fidayeen militants who had stormed the DPL, Pulwama, on August 26 had used charcoal to write slogans in favour of Guru, who had been executed for his role in the Parliament attack in 2013.

Starting with "AGS (Afzal Guru Squad)", the slogan written inside one of the burnt DPL complexes read, "Afzal Guru ka intikaam" (Revenge of Afzal Guru). Eight security personnel had been killed in this attack.

This is the fourth time that the JeM has used the site of an attack to mention Guru's name, in an attempt to refer to the 'Al-Shohada Brigade' or 'Shaheed Afzal Guru Squad', formed by the organisation that reportedly carries out 'suicide missions only'. Earlier, similar pro-Guru graffiti had been found at the encounter sites in Pathankot and Nagrota in 2016. In Afghanistan, after India's consulate in Mazar-e-Sharif was attacked in 2016, similar graffiti had been found at the site, with a slogan written in blood claiming "revenge for Afzal Guru".

"A majority of Hizbul Mujahideen and Lashkar-e-Toiba militants have gone into hiding in the upper reaches of south Kashmir, and are banking on the JeM cadre. Our investigations reveal that the Jaish cadre has taken a leading role in carrying out strikes the government forces," said IGP, Kashmir, Muneer Khan.

Another senior official of the counter-insurgency cell said that the deadly Pulwama attack is the first by the JeM in mainland Kashmir in the past three years. "The attack was meant to announce its comeback in the Valley, from where it had been wiped out in 2014, either through the killing or arrest of its 16 members," a top counter-insurgency official said. Director General of Police (DGP), J&K, S. P. Vaid said that 'small groups' of JeM militants 'have infiltrated into Kashmir with the sole objective of carrying out suicide attacks on security establishments'.

SFs have launched a major drive to track down at least ten terrorists of JeM, who infiltrated into Kashmir Valley ten days ago from POK. Uri / Baramulla District

Army killed a most wanted Kashmiri militant, Abdul Qayoom Najjar alias Jan Sahab alias Abid alias Wazir alias Qyoom Chacha and foiled a major infiltration attempt in Lacchipora area of Uri in Baramulla District. Sources said that a group of JeM militants attempted infiltration from Zorawar Post of Lacchipora in Uri sector during the night and alert troops spotted them at around 3 am on September 26. The troops challenged the infiltrating group of militants leading to an encounter in which one militant who was later identified as Qayoom Najjar was killed. Qayoom Najjar was a resident of Mumkak Sopore area of Baramulla District and was one of the longest surviving Kashmiri militant 'commanders' carrying a reward of INR10 lakh on his head. Najjar, had joined militancy at an age of 16. He was arrested in 1992 and later released. After his release, he recycled into the militancy in 1995. Though for many years, Najjar was a militant, but he always aspired to become a top commander after killing and arrest of top HM commanders, Najar was the senior most active commander and thus the de-facto operational chief of HM. Qayoom until 2015 was affiliated with HM but he broke away from the outfit and formed his own Lashkar-e-Islam which carried out series of attacks on mobile towers and killed several former militants and Hurriyat activists for their alleged links with SFs. Later in 2015, he crossed over to Pakistan and met HM 'supreme' Syed Salahudin but failed to patch up with his former boss. He, however, later joined JeM and had come to Kashmir to revive the outfit but was killed while sneaking in.

Three militants were also killed in the exchange of fire with SFs. BSF officials said an ASI of the force was killed in the attack on the 182nd Battalion camp. Two BSF jawans (troopers) and a Policeman were also injured in the attack, the officials said. The attack took place at 4.00 am, they said. JeM has claimed responsibility for the attack.

While addressing a press conference after eliminating the three fidayeen, Inspector General of Police Kashmir, Muneer Ahmad Khan said that the attackers entered the BSF camp by cutting the fence between Friends Colony and Gogoland. "They cut the fence and taking advantage of darkness entered administrative block and GOs Mess. One of them was eliminated outside the building. They were wearing Army uniform and two of them were later killed in a brief gun fight", said Khan. "The operation was delayed to ensure zero collateral damage as there are residential houses near the camp. The operation which started at 4 am ended at 1 pm," he said. Khan said that JeM is responsible for the attack. "The group is from JeM and they have taken responsibility as well", he said. "They had infiltrated in July-August from Shakkarpur in Jammu. Three of them were killed in Pulwama when they attack Police Lines last month. They are now left with 6-7 members and we are looking for them and we will eliminate them", he said. The IGP said that the JeM is a threat as they are known for doing such type of attacks. "We will deal with them differently", he added. Srinagar

While three JeM militants were killed by BSF at Humhama camp near the Srinagar Airport on October 3, Police said the dead infiltrators were part of a group of seasoned and trained jihadis who had crossed over sometime in August, and they are bracing for more attacks. A senior intelligence officer said around 16 armed JeM terrorists had infiltrated into the Indian side. While some spread out into Anantnag, Kulgam, Pulwama and Shopian districts of south Kashmir, three to four terrorists are believed to be in Srinagar alone. IG-Kashmir range, Munir Ahmad Khan said the group of three terrorists, who carried out the Humhama Fidayeen attack, were from the same group that struck DPL Pulwama on August 26, in which eight security personnel and three militants were killed. "Four terrorists were killed in Uri on September 25. Six to seven of them are still at large and could carry another attack," IG Khan said, adding that SFs are on high alert. Sources said the terrorists had infiltrated from two places and four more jihadis are on their radar.

According to intelligence reports, October 3's attack was carried out by 'Afzal Guru Squad', which had started out of Pulwama district and sought shelter in residential buildings in Srinagar before attacking the BSF camp. Sources said the terrorists' initial target was the Srinagar airport but they changed their plan because of the strong security arrangement there. Plus, porous fencing on the BSF camp's rear side made it a relatively easy target. IG Khan, however, denied reports of damaged fencing and said the terrorists

He was arrested in Delhi in 2003 and sentenced to life by a POTA court in 2011 but had jumped parole a few months ago and rejoined militancy. In January 2011, Tantray and four others, including two from Kashmir, were sentenced to life imprisonment by a POTA court in Delhi. After being lodged in Delhi's Tihar Jail for some time, he was shifted to Srinagar. Tantray was released on parole in 2015, after which the Jammu and Kashmir High Court extended his parole several times. Tantray's death is seen as a big blow to the militant outfit as he was the key man in reviving JeM in south and central Kashmir.

Pampore / Pulwama District

Militants carried out a fidayeen attack on a CRPF camp in the early morning at Letpora in Pampore in Pulwama District, killing five CRPF personnel while two of the militants were later shot dead in the operation. The militants who were killed in the attack were identified as Manzoor Ahmad Baba, and Fardeen Ahmad Khanday both residents of Kashmir. Sources said that at least three fidayeens stormed into the camp by firing indiscriminately and lobbed grenades. The 4-storey building consisted of 3 blocks and block-one was used for officer's family accommodation, 2nd block as main office while block three as camp and it was targeted by militants. Soon after the attack, reinforcement of Army's Special Forces and SOG rushed to the spot and cordoned off the whole area amid fierce gunfight. In the initial exchange of gunfight, seven CRPF personnel were injured. Five of them were killed.

The IG of CRPF Ravideep Sahi said heavily armed Pakistani fidayeens entered the camp in the dead of the night, which might have surprised the personnel and threw grenades and fired at them. "This was a deadly fidayeen attack by the Pakistani terrorists on the last day of 2017. Five of our boys laid down their lives to repulse the attack on the camp on the Srinagar-Jammu highway," IG Sahi said. JeM claimed responsibility for the fidayeen attack. A JeM statement to local media said: "The blood of martyrs is yielding results... Talha Rasheed, Mohammad Bhai, commander Noor Mohammad Tantray and all other martyrs of Kashmir are not heirless..." The statement threatened more attacks on SFs.
